Mengo Potash Development and Fertilizer Plant

Development of the Mengo potash deposit, including a fertilizer production plant.

Industrial Project

Pointe-Noire Potash-to-Fertilizer Industrial Plant

The Council of Ministers validated the immediate portfolio of six structural projects, including the establishment of a potash transformation plant producing fertilizer and agricultural inputs in the Special Economic Zone of Pointe-Noire.

PPP / Concession

Tao-Tao Public Cement Plant

Public cement plant approaching commissioning. Execution reported at approximately 85–90% on 27 July 2026. The Ministry is considering strategic positioning for export of cement/clinker and has mentioned the possibility of opening the capital to a private partner through a joint venture.

Special Economic Zone

ZES Pointe-Noire Phase II

Phase II of the ZES is in progress. The zone combines deep-water port access, refinery infrastructure, petrochemical activities and industrial development, with priority sectors including petroleum, metallurgy, wood transformation and plastics. A 2026 delivery target for Phase II was indicated by the Ministry.

Special Economic Zone

ZES Ouesso — Export Furniture and Wood Transformation Cluster

Export-oriented furniture cluster currently under development. The zone is structured around second and third transformation of wood. A paper mill with 80,000 tonnes/year capacity is planned in the 2028 pipeline.

ZES Igné / Maloukou Industrial Park

Industrial park focused on petroleum, metallurgy and agro-industry. Electrical connection has progressed and the zone is positioned for new industrial implantation.
